It can be difficult to find your voice. We recognize that knowing who to speak to and just what to say can be a daunting and time consuming task.

Below, you will find the link for each entity designed to listen to your voice and your concerns. We have organized this section in a user friendly way. 

You can write one statement, include the date, your full name, address, email and phone number. Address it to 'To Whom it May Concern'. The same statement can be used for each of the organizations below.

It is imperative that you share your personal story, and not hearsay. Your voice will be listened to. The groups below are waiting to hear from you. (Click on highlighted links below.)


Council on Hague Accreditation 
The COH determines which adoption agencies are approved to operate in Hague countries. The accreditation process is rigorous. As Haiti moves towards ratifying the Hague we believe that Voice of the Orphan is NOT currently an agency that should receive accreditation. Please voice your concerns.

Indiana Supreme Court Disciplinary Form 
If Tim Rowe via Voice of the Orphan has violated your adoption contract, withheld your adoption paperwork, frivolously cancelled your adoption, or refused to explain increases in cost, etc. we suggest you file a disciplinary form.

IBESR in Haiti
IBESR oversees adoption in Haiti. The Director's name is Arielle Jeanty Villedrouin. They have an open door policy regarding accepting statements from adoptive parents. Please have your statement translated into French, sign it and include your contact information. You can send it to us if you need translation assistance. IBESR can be contacted here.  IBESR is also responsible for supporting the rights of birth and adoptive families. They do not frivolously cancel adoptions as has been claimed. They care about children and will collect concerns about given creches under their licensing.
